Seller refuses to cooperate, How can i title motorcycle?
I purchased a motorcycle from a private seller. Firstly he claims had title, But what actually had was MSO. He purchased from a dealer in 05′. I have spoken with dealer, all legit.
The hoops I have jumped through have led me here, I sent him information about how is responsibly to title vehicle. Even so far as, if needs Power of Attorney I can assist. Seller is unwilling to assist.
What can I do?
Technically he is the only one who can.

Yep, technically, he can’t sell the bike until after he titles it himself.
So, he can either cooperate, Monday, or you can go down to the police station and file charges against him. That’s it. He didn’t “sell” you the bike – he took your money and promised to sell you the bike. He needs to return your money, or hand over the title, or go to jail.
Print this out and show it to him. His call.
